PUBLIC NOTICE

For the position

External technical expert for the project: Cross-border cooperation for sustainable development and tourism, trough valorization of rural cultural heritage and conservation of natural asset of areas with ancient olive groves, financed by the European Union in the framework of Interreg IPA – CBC Italy – Albania – Montenegro programme.

The Association for Sustainable Regional Olive Farming – VALDANOS, as a beneficiary of the project Cross-border cooperation for sustainable development and tourism, trough valorization of rural cultural heritage and conservation of natural asset of areas with ancient olive groves (CROSS BORDER Ol), invites interested candidates to apply for the following position:

External technical expert Cross-border cooperation for sustainable development and tourism, trough valorization of rural cultural heritage and conservation of natural asset of areas with ancient olive groves” – 1 lot

Nature and duration of contract: Fee based, 17 months part time

Period of engagement: 04.02.2019 – 27.05. 2020

 

The name of the project is: Cross-border cooperation for sustainable development and tourism, trough valorization of rural cultural heritage and conservation of natural asset of areas with ancient olive groves

The project will contribute to promote sustainable tourism activities and to conserve and protect natural resources in areas with ancient olive trees and to recover awareness of local populations on their own cultural heritage linked to traditional olive culture, by activating a process of setting local strategies of development. The Mediterranean landscape is characterized by the presence of olive groves (AOOs), part of the ancient agricultural tradition and of the social environment; this is clearly true for Albania and Montenegro as for Apulia and Molise, where AOOs play an important ecological role and are one of the important drivers of the Programme Area economy, in terms of absolute value, Gross Value Added (GVA) and employment. The project assists communities living in pilot areas in the countries, to value their surroundings by producing Parish Maps and displaying them in prominent places to promote tourism by creating a proper offer to tourists. Valorization of territories is only possible by involving local stakeholders (SHs) and by stimulating their commitment in this issue; Innovative participatory workshops entailing participatory active learning by the exchanging of expert and lay/tacit knowledge are organized in the 3 countries, to raise awareness on opportunities coming from tourism, environmental assets, local cultural heritage and transfer knowledge and share know-how, enabling the SHs to carry on local and wider contexts’ initiatives.

Results are:

  • 3 Local maps reporting AOOs and other issues of interest (in AL, ME, Molise);
  • Cross border Best practices for conservation of AOOs landscape;
  • Local resource and community maps (3 for AL, 2 for ME, 1 for Molise);
  • Local development plans (3 AL, 2 ME, 1 Molise);
  • 1 COMMON RESOURCE MAP; and
  • 1 CROSS BORDER SMART SUSTAINABLE TOURIST PLAN FOR AOOs of AL, ME, IT.
  1. Job description:
  • Support and work together with the internal technical expert in doing research and writing the Local environmental cultural community map;
  • Support and work together with the internal technical expert in doing research and writing the tourist and economic development plan;
  • Support and work together with the internal technical expert in preparing the stakeholder analysis;
  • Support and work together with the internal technical expert for the input for the common resource map and the cross border smart & sustainable tourist action plan;
  • Preparing the timesheets for his/her work;
  • Participating in meetings related to the project when necessary¹;
  • Undertaking other tasks as required in the framework of the project.

¹Note: Travel expenses during participation in meetings and activities related to the project (transportation costs, accommodation, and per diem) are not included in the budget for this position and there will be a separate extra budget for those expenses.

2. Required Skills and Experience

The candidate is required to fulfil the following criteria:

  • At least 1 year work experience in projects related to tourism development, sustainable development and environmental protection, or implementation of projects with similar themes; (30 points)
  • At least 3 years experience in implementing EU IPA or similar projects; (30 points)
  • Excellent computer skills (MS Office, e-mail and internet browsing) (20 points)
  • Written and spoken fluency in English; (20 points)

3. Eligibility

Participation is open to all natural persons who are nationals of and legal persons [participating either individually or in a grouping (consortium) of tenderers] which are effectively established in one of the countries that are project beneficiaries: Montenegro, Albania, or Italy.

4. Reporting

The External Technical Expert will report to the Project Manager.

5. Application procedure:

Qualified candidates are requested to submit the offer with the following:

  • Cover letter stating your interest in and qualifications for the advertised position.
  • Curriculum vitae
  • Other documents supporting your application
  • Financial offer

The offer must include the technical and financial parts. The criteria for evaluation are 80 (technical) and 20 (financial). The offer must be submitted in two separate envelopes – technical and financial.

6. Budget

The maximum gross budget for this tender is 12.000,00 EUR². The total hours worked for each period is as follows:

The technical offer is acceptable if it reaches at least 80 points.

Annex 1 – draft contract

The Association for Sustainable Regional Olive Farming – VALDANOS, as a beneficiary of the project Cross-border cooperation for sustainable development and tourism, trough valorization of rural cultural heritage and conservation of natural asset of areas with ancient olive groves (CROSS BORDER Ol), in the framework of Interreg IPA CBC Programme (hereinafter the project) represented by Arben Elezaga (hereinafter Party A) and ____________________________, born on __________________________ with unique id number _____________________ (hereinafter Party B), based on the Public Notice for the position of External Technical Expert hereby agree as follows:

 

SERVICE CONTRACT

 

Article 1.

 

The contracting parties agree that Party B will perform the activities as defined by the project contract with his work for Party A. Party B establishes a working relationship as External Technical Expert with part-time work divided into project periods, according to the table below:

Party B is obliged to start working engagement on 04.02.2019. 

Article 2.

Party B is obliged to carry out the agreed work in the period from 04.02.2019 until 27.05.2020.

Article 3.

The monthly payment will be calculated according to the hours per period as in the above-mentioned table. Party A is obliged to pay a monthly remuneration for work once a month.

Article 4.

Party A is obliged to pay all legally required obligations for Party B.

Article 5.

Party B is obliged to perform the activities of the project in a conscientious and responsible manner according to the application form and to respect the organization of work, to respect Party A and to take care of the means of work.

The specific duties and deliverables are:

  • Support and work together with the internal technical expert in doing research and writing the Local environmental cultural community map;
  • Support and work together with the internal technical expert in doing research and writing the tourist and economic development plan;
  • Support and work together with the internal technical expert in preparing the stakeholder analysis;
  • Support and work together with the internal technical expert for the input for the common resource map and the cross border smart & sustainable tourist action plan;
  • Preparing the timesheets for his/her work;
  • Participating in meetings related to the project when necessary;
  • Undertaking other tasks as required in the framework of the project.

Article 6.

This contract is concluded for a period of 17 months. This contract ceases to be valid after 27.05.2020.

Article 7.

This contract may be terminated by an agreement between the contracting parties and by the termination of the contract by one of the contracting parties. Each party may terminate this agreement under the conditions and in cases specified by law, and the notice deadline for canceling the contract is 30 days.

Article 8.

The rights and obligations of the contracting parties, which are not regulated by this contract, shall be subject to the provisions of the Law on Obligations, which relate to the contract of work.                                                                                           

Article 9.

The parties agreed that in case of a dispute, the Basic Court of Ulcinj shall be competent.

Article 10.

This contract is considered valid when signed by both parties.

Article 11.

This contract is made in four identical copies, one of which is retained by Party B and the other three copies by Party A.
